Joel Richards, Chief Operating Officer
Mr. Richards, Tenacity Solutions Inc. Chief Operating Officer, has more than 27 years of experience serving the US National Intelligence Community. He overseas overall operations, business development, and program execution spanning the company’s federal and intelligence clients. Mr. Richards is a proven leader with broad executive, technical, business management experience focused on providing high quality solutions and services to the Intelligence Community.
Prior to joining Tenacity in June 2013, Mr. Richards served KEYW Corporation as VP and Director of the Mission Integration Division. His division focused on providing Engineering, Cyber, Analytical, and IT services for several members of the Intelligence Community.
From 2003 to 2010, Mr. Richards served as Sr. Vice President and Director, Business Development for the Intelligence, Security and Technology Group at Science Applications International Corporation (SAIC) in McLean, VA
where he was responsible for managing the group’s business development team and helped lead the team’s strategic direction.
Prior to joining SAIC, Mr. Richards served as Executive Director for Business Development at General Dynamics Network Systems (1998-2003) where he helped grow the National Programs’ organization by over 1000% and lead partnering opportunities across the Intelligence and DoD Communities.
From 1992 to 1998, Mr. Richards was a Senior Communications Engineer with Litton/TASC servicing both the Intelligence Community and the commercial sector. Highlights included Director of Technology for a major healthcare system in Philadelphia, PA; Program Manager and Technical Advisor on the development of a major financial institution’s flagship business and investment product; and served as a senior systems engineer. In addition, Mr. Richards served as Systems Engineer with Hughes Technical Services Company (HTSC) from 1988 to 1992 supporting a member of the Geospatial community and with Lockheed Electronics from 1987 to 1988 supporting the Open Source community.
A native of Cherry Hill, New Jersey, Mr. Richards holds a Bachelor of Science’s degree in Electrical Engineering from Rutgers University College of Engineering and a Master of Science’s degree in Electrical Engineering from George Washington University.
He and his wife Cynthia have two children and live in Oak Hill, VA.
Robert O. McClure, Vice President, Human Capital
Mr. McClure is a multi-dimensional executive of 25 years having a reputation for maximizing employee engagement and corporate performance while leading the development, administration and delivery of human capital management assets and programs, improving technology services, reducing operating costs, and ensuring desired outcomes at their highest levels.
Joining Tenacity in 2011, Mr. McClure previously held executive and technical positions at Innovative Technology Systems Inc., Infodata Systems Inc., Creative Technology Inc., and Quality Systems Inc. serving the Intelligence Community. Mr. McClure started his career in the United States Air Force.
Mr. McClure holds a Bachelor of Science degree from LaSalle University.
Mr. McClure lives with his wife and daughter in Ashburn, Virginia.
Christopher Santiago, Vice President - Mission Engineering
Mr. Santiago serves as the Vice President of Mission Engineering where he works closely with his management team, staff and partners to ensure the quality delivery of IT services to Tenacity's Intelligence Community customers. In this role, Mr. Santiago overseas all division related activities, supports business development efforts and continues to support customers in a a technical capacity. Since joining Tenacity in 2004, Mr. Santiago's technical expertise, management acumen and collaborative leadership style have allowed him to play a substantial role in Tenacity's success. As a system's engineer Mr. Santiago has supported and led teams providing enterprise monitoring, security engineering and enterprise collaboration services to his customers. Prior to Tenacity, Mr. Santiago held various systems engineering roles at PEC Solutions.
Mr. Santiago holds a Bachelors of Science from the Pamplin School of Business at Virginia Tech in Management Science and Information Technology.
Mr. Santiago and his wife Jennifer live in Bristow, VA with their three children.
David Horvath, Assistant Vice President - Mission Engineering
Mr. Horvath, Tenacity Solutions Inc. Assistant Vice President of Mission Engineering, is a technical leader that focuses on identifying and inserting innovative Information Technology into the enterprise capabilities in order to meet evolving business needs. Mr. Horvath combines a keen knowledge of the core mission of the Intelligence Community with a strong technical background and a knowledge of the core information security principles that are required for Information systems that contain extremely sensitive data.
Previous to coming to Tenacity Solutions in 2004, Mr. Horvath was an executive at Communications Technology Exchange where he oversaw a $20 Million business unit. Mr. Horvath also served as a communications engineer at the Central Intelligence Agency for six years.
Mr. Horvath holds a Masters Degree in Information Security from James Madison and a Bachelor's of Electrical Engineering from The Georgia Institute of Technology.
Mr. Horvath lives with his wife, Dr. Laura Horvath, and their three children in Oak Hill, VA.
